This article applies to Microsoft Dynamics AX for the Russia (ru) region.
Introduction
This article describes a country-specific update for Russia in Microsoft Dynamics AX 2012 R3, Microsoft Dynamics AX 2012 R2, and Microsoft Dynamics AX 2009 SP1.
New formats of assessed tax declaration and assessed tax advance payments calculation has been introduced by Federal Tax Authority order N ММВ-7-11/478@ from November 5, 2013.
New format of declaration is applied starting from the reporting period 2013 year.
New format of advance payment calculation is applied starting from the reporting period I quarter 2014.
More information
Changes to assessed tax calculation are the following:
- Starting from 2013, additional types of assets are not taxable for assessed tax, including movables put into operation from January 1, 2013. Chapter 2 of assessed tax declaration and assessed tax advance payments calculation contains new field "Net book value of all fixed assets" that should be calculated as "Net book value" of taxable assets included into the chapter <Plus> "Net book value" of movables with the same asset kind and placed under the same OKTMO.
- Starting from 2014 for some realty assessed tax will be calculated based on Cadastral value set by Russian Reestr. Calculation of assessed tax for each object (realty) taxed by cadastral rules should be presented on separate Chapter 3 sheet of assessed tax declaration and assessed tax advance payments calculation.
- New asset kind is added – "6" (Railway lines). Chapter 2 of assessed tax declaration and assessed tax advance payments calculation is filled separately for assets with asset kind "6".
Changes applied in the system to support new legislation requirements:
Identify movables that are not taxable from January 1, 2013
In fixed asset card:
On the General tab:
- Choose Type = Tangible, Other or Vehicle.
On the Tax reporting tab:
- Choose Asset kind = 3 or 5.
- Leave the Sales tax code field blank.
Put asset in operation with date later January 1, 2013
Identify realty taxed by assessed tax with cadastral rules
In the fixed asset card, on the General tab:
- Choose Type = Realty
On the Technical information Tab:
- Fill Cadastral number of asset.
- Fill Room cadastral number (if asset is a room in building that has separate inventory number).
Note You should fill both cadastral number of respective building and cadastral number of room.
- Fill Cadastral value of asset.
On the Tax reporting Tab:
- Leave the Asset kind field blank.
- Choose appropriate code in the Sales tax code field.
Note You should create separate sales tax code that contains assessed tax rates for cadastral rules first.
- Fill the Privilege field with code of Exemption from tax allowance (if applicable) or with code of Taxbase reduction allowance (if applicable)
Note Benefit type field will be filled with type of tax allowance chosen
Note If you are going to choose allowance of new possible type Tax base reduction, you should set up Tax allowance first with the following values:
- Type of tax = Assessed tax
- Benefit type = Tax base reduction
- Allowance value = Tax base exempt from assessed tax (in terms of value)
Group of fields The base of tax allowance use – with Article number, Clause, Subclause by which the respective tax allowance is introduced by regional law.

Cost calculation register
Changes for not taxed movables:
Movables that are not taxed and put into operation from January 1, 2013 are collected in register under relevant RCOAD (OKTMO) and Asset kind codes(one line for each fixed asset)and marked with new checkbox Movables.
Their net book values at period end are shown in existing columns Net book value (total), Net book value.
Changes for cadastral realty:
Realty taxed by cadastral rules is shown under appropriate RCOAD (OKTMO) and Sales tax code. It’s marked as Section 3.
Cadastral value of realty is shown in new column Cadastral value (total).
Cadastral value multiplied by distribution share in current OKTMO is shown in new column Cadastral value.
Changes for all assets:
Additional information about fixed assets is located in new columns:
- Type - Type of fixed asset
- Acquisition date - Date of putting into operation
- Authority - Code of relevant tax authority
- Separate division ID - Code of separate division
- Location - Code of physical location
- Exemption from tax - code of tax allowance if applicable
Totals of net book value register
Changes for not taxed movables:
Movables that are not taxed and put into operation from January 1, 2013 are summarized in register under relevant RCOAD (OKTMO) and Asset kind codes and marked with checkbox Movables.
Changes for cadastral realty:
Realty taxed by cadastral rules is shown under appropriate RCOAD (OKTMO) and Sales tax code. In case this realty asset has Exemption from tax or has Allowance as base reduction, existing field Non-taxable is filled with nontaxable amount.
Assessed tax register
Changes for not taxed movables:
Movables that are not taxed and put into operation from January 1, 2013 are summarized in register under relevant RCOAD (OKTMO) and Asset kind codes in new field Total net book value together with Net book value of taxable assets in relevant RCOAD (OKTMO) and asset kind.
Changes for cadastral realty:
Realty taxed by cadastral rules is shown under appropriate RCOAD (OKTMO) and Sales tax code.
For distributed asset the distribution share is shown and tax base calculated respectively.
Allowance by tax rate reduction and allowance by reduction of tax amount and applied for calculation if set up in Sales tax relations form.
Additional information about realty – Cadastral number and Room cadastral number is reflected in respective new fields.

Restart requirement
You must restart the Application Object Server (AOS) service after you apply the hotfix.
