Symptoms
When you try to run Messaging Records Management (MRM) on a mailbox, the feature fails and returns a "Microsoft.Exchange.Data.Storage.InvalidRecipientsException" exception.
Resolution
To fix this issue, install Cumulative Update 13 or a later cumulative update for Exchange Server 2019.
