Symptoms
The Microsoft Exchange ActiveSync or Current Requests counter incorrectly tracks requests if an issue is encountered when you run BeginProcessRequest but before you increase the total count of requests. However, the total count is still decremented when you run EndProcessRequest.
Resolution
To fix this issue, install Cumulative Update 13 or a later cumulative update for Exchange Server 2019.
