Symptoms
The Exchange Mitigation Service (EEMS) doesn't update the version number of the mitigation with each change. And hence, the Administrator can't figure if the latest version of the mitigation was applied.
Resolution
To fix this issue, install the following cumulative update:
Cumulative Update 14 for Exchange Server 2019 or a later cumulative update for Exchange Server 2019
