Symptoms
UTF-8 conversion isn't supported when you use the BizTalk Adapter for WebSphere MQ (MQSC Adapter) with the empty message format. Also, you see the following message in the error log:

The adapter "MQSC" raised an error message. Details "One or more errors occurred" Event 5740 … there is no more information.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
Resolution
This issue is fixed in the following cumulative update for Host Integration Server:
Cumulative Update 5 for Host Integration Server 2016
Cumulative Update 1 for Host Integration Server 2020
