Symptoms
Consider the following two scenarios:
Scenario 1
You have a computer that is running one of the following operating systems:
- Windows Vista
- Windows Server 2008
- Windows 7
- Windows Server 2008 R2
You select an existing SQL database to create an Authorization Store in the Authorization Manager.
The specified SQL database has a case-sensitive collation.
Scenario 2
You have a computer that is running one of the following operating systems:
- Windows Vista
- Windows Server 2008
- Windows 7
- Windows Server 2008 R2
You select a nonexistent SQL database to create an Authorization Store in the Authorization Manager. In this case, the Authorization Manager creates the specified SQL database by using the same collation as the instance of SQL Server.
The instance of SQL Server has a case-sensitive collation.
In these two scenarios, the operation fails, and you receive an error message that resembles the following:
Note
Cannot create a new authorization store. The following problem occurred: Access is denied.
Cause
This issue occurs because the SQL script that is used by Authorization Manager does not support the case-sensitive SQL table names or column names.
Resolution
Note The authorization store that cannot be created because of this issue is in an intermediate state in the SQL database. After you install the hotfix, you cannot use the intermediate authorization store. You have to remove the failure authorization store from the SQL database and create a new authorization store.
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Windows Vista and Windows Server 2008 file information notes
Important Windows Vista hotfixes and Windows Server 2008 hotfixes are included in the same packages. However, only "Windows Vista" is listed on the Hotfix Request page. To request the hotfix package that applies to one or both operating systems, select the hotfix that is listed under "Windows Vista" on the page. Always refer to the "Applies To" section in articles to determine the actual operating system that each hotfix applies to.

Windows 7 and Windows Server 2008 R2 file information notes
