Symptoms
Assume that you have a computer that is running Windows 8.1 or Windows RT 8.1. The computer uses the Windows image file (WIM) boot feature, and the computer has 1 gigabyte (GB) RAM. In this situation, this issue occurs.Â
Cause
This issue occurs because the Windows Boot Manager (Bootmgr.exe) allocates a large temporarily buffer in RAM to read the WIM file when the computer starts into Windows Recovery Environment (Windows RE). When the computer has 1 GB RAM, the allocation fails. Â
