ISSUE
When you start a new email and select the From field drop down to switch to another account, Outlook prompts “Retrieving templates from server”.
STATUS: FIXED
As of the Public Update on September 12, 2023, fixes are now available in all channels:

Note
If you reverted the Office build to mitigate the issue, make sure to re-enable updates by selecting File > Office Account > Update Options > Update Now.
