Symptoms
When you use the eDiscovery search feature, the following exception is returned and you can't access eDiscovery:

Deserialization of type Microsoft.Exchange.Data.PropertyBag+ValuePair blocked due to NotInAllow at location MailboxDataStore.
Resolution
To fix this issue, install Cumulative Update 13 or a later cumulative update for Exchange Server 2019.
