Symptoms
Consider the following scenario:

You have two or more Windows Server 2012-based computers that run as remote desktop license servers.

You configure Per Device licensing mode on a Remote Desktop Session Host (RD Session Host) server.

You try to access an RD Session Host server from a client computer by using Remote Desktop Protocol (RDP).
In this scenario, the license servers freeze, and the connection to the RD Session Host server is lost.
Resolution
