This article describes the Microsoft .NET Framework 4.6.1 language packs that are available on Windows Update (WU) and on Windows Server Update Service (WSUS) for Windows Server 2012 R2.
This update is released on Windows Update as follows:

The .NET Framework 4.6.1 language packs will be offered for specific languages if you have the .NET Framework 4.6.1 installed and have a localized version of Windows.

You can block .NET Framework 4.6.1 language packs from being offered on Windows Update by following the guidance in How to temporarily block the installation of the .NET Framework 4.6.1 and its language packs.
About the .NET Framework 4.6.1 language pack
The .NET Framework 4.6.1 language pack contains localized resources for supported languages. For example, it contains translated error messages and other UI text for languages other than English. If you don't install a language pack, this text is displayed in English. You can install multiple language packs on one computer, each for a different language.
Article 3102521 is the master Knowledge Base article for this update. This update bundles the individual language packs for the 23 languages that are listed in the following table. Each of these language packs is installed as the listed corresponding article number instead of as KB3102521.
