Symptoms
The Report Junk button is displayed in Outlook on the Web (OAW), even after you set the JunkEmailEnabled or ReportJunkEmailEnabled parameter to False by using the Set-OwaMailboxPolicy cmdlet.
Resolution
To fix this issue, install the following cumulative update:
Cumulative Update 14 for Exchange Server 2019 or a later cumulative update for Exchange Server 2019
