Symptoms
Users who have Owner permissions to a public folder can't create a subfolder for that public folder.
Cause
The authentication for the RPC Client Access service to the hierarchy public folder mailbox fails because of token size.
Resolution
To fix this issue, install Cumulative Update 12 or a later cumulative update for Exchange Server 2013.
