Consider the following scenario in Microsoft Exchange Server 2019 or Exchange Server 2016:

  • A user has Non-ASCII characters such as Japanese characters in the display name.

  • You create a journal rule to send a journal message to an external recipient.

  • You send an email and add the user in the BCC field.

In this scenario, the journal message's embedded message has the mail header X-MS-Exchange-Organization-BCC and its value contains Non-ASCII text.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
