Symptoms
When you install Cumulative Update (CU) for Microsoft BizTalk Server 2016, the installation fails because FeaturePackChecker.exe crashes if any unrelated .msi file is missing or corrupted.
Cause
Microsoft BizTalk Server CU installer needs to identify whether the given machine has classic installation of the product or Feature Pack. In order to do that, a component of the installer which name is FeaturePackChecker, enumerates Windows Installer entries (known as MSI) on a given machine and reads MSI file information to identify if Feature Pack is installed. When any MSI on the machine is missing or corrupted, an unhandled exception causes the crash.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
Resolution
This problem is fixed in the following cumulative update for BizTalk Server:

Cumulative Update 7 for BizTalk Server 2016
Workaround
To work around this issue, use one of the following methods:

Replace back the cached Windows installer .msi files that were deleted.

Reinstall missing .msi files.
