This update provides the following improvements to online videos in PowerPoint 2016:

You can play online videos from Vimeo that were inserted into the presentation in a newer version of PowerPoint.

You can play online videos from YouTube even when it was inserted by using YouTube's old embed code format.
The update listed above is available in all supported languages. To enable this feature, you also need to install August 7, 2018 update for Office 2016 Language Interface Pack (KB4032232) together with this update.
