Symptoms
Assume that you are using SQL Server 2017 on Windows. When you try to install the external R library, you may notice that the library is installed or uninstalled two times even though the first attempt is successful. This reduces the SQL Server performance because of the repeated installation and uninstallation of external libraries.
Resolution
This issue is fixed in the following cumulative update for SQL Server:
