This article describes update 4462147 for Microsoft Outlook 2016 that was released on February 5, 2019.
Be aware that the update in the Microsoft Download Center applies to the Microsoft Installer (.msi)-based edition of Office 2016. It doesn't apply to the Office 2016 Click-to-Run editions, such as Microsoft Office 365 Home (see Determining your Office version).

This update adds support for the new Japanese Era dates.
When you try to open the Rules and Alerts dialog box, the dialog box doesn't open and you receive the following error message:
"The operation failed because of a registry or installation problem. Restart Outlook and try again. If the problem persists, reinstall."This update fixes a case where sometimes searching items result in the following error message:
"Something went wrong and your search couldn't be completed."After an email message that contains Chinese traditional characters is sent to external recipients, those external recipients find that Chinese traditional characters are missing.
This update fixes an issue in Public Folder rules where email addresses in the Folder Assistant dialog box are not displayed correctly and only From: is displayed.
Assume that you have Outlook 2016 and a Skype for Business application installed on a computer with Windows 10 or later versions. When the Skype for Business application automatically starts, a prompt for Skype for Business credentials may appear behind other windows.
When you accept multiple separate instances of a recurring meeting, and then you synchronize the Calendar folder in Outlook 2016, you notice that sometimes some instances are mistakenly removed from the calendar.
An attachment in an Outlook custom form can't be dragged and dropped onto your desktop or other email items.

- Go to Start, enter View Installed Updates in the Search Windows box, and then press Enter.
- In the list of updates, locate and select KB4462147, and then select Uninstall.
Windows 8 and Windows 8.1
- Swipe in from the right edge of the screen, and then select Search. If you're using a mouse, point to the lower-right corner of the screen, and then select Search.
- Enter windows update, select Windows Update, and then select Installed Updates.
- In the list of updates, locate and select KB4462147, and then select Uninstall.
Windows 7
- Go to Start, enter Run, and then select Run.
- Enter Appwiz.cpl, and then select OK.
- Select View installed updates.
- In the list of updates, locate and select KB4462147, and then select Uninstall.
