Symptoms
Assume that you execute setup as LOCAL SYSTEM with UPDATE SOURCE option specified. In this situation, you notice that the setup will be unable to extract the requested product update, and may fail with an exception that's similar to the following:
Exception type: Microsoft.SqlServer.Configuration.SmartSetupExtension.PackageExtractionFailureException
Message: SQL Server Setup was not able to extract requested product update FilePath\FileName to C:\Windows\TEMP\SQL Server 2019\Hotfix. This can often happen when drive does not have enough space or the update package is corrupted. Click Retry to extract again or Cancel to exit out of Setup.
