Symptoms

Users can upload high-resolution profile images even though an Outlook on the web (OWA) mailbox policy exists to prevent users from doing this.

Resolution

To fix this issue, install Cumulative Update 12 for Exchange Server 2019 or a later cumulative update for Exchange Server 2019.
