Symptoms
Assume that you use Background Intelligent Transfer Service (BITS) to deploy an application on a computer that is running Windows 7 or Windows Server 2008 R2. Additionally, assume that you configure the throttling policy in BITS to restrict the network bandwidth. In this scenario, the performance of BITS is slower than expected.
For example, assume that the overall network bandwidth is 244 KB per second. Additionally, assume that you configure the throttling policy in BITS to 32 KB per second. In this situation, the actual bandwidth that is used by BITS is less than 32 KB per second.Cause
This issue occurs because a problem in the throttling policy causes BITS to estimate the network bandwidth incorrectly.

Hotfix information
Important This hotfix has been re-released to address an issue in which the digital signature on files produced and signed by Microsoft will expire prematurely, as described in Microsoft Security Advisory 2749655. A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Prerequisites

Registry information
After the update is installed, to have us enable the update for you, go to the "Fix it for me" section. If you prefer to enable the update yourself, go to the "Let me fix it myself" section.
Fix it for me
To enable the update automatically, click the Fix it button or link. Then click Run in the File Download dialog box, and follow the steps in the Fix it wizard.

Open Registry Editor. To do this, click Start, type regedit in the Start Search box, and then press Enter.

Locate and then click the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\BITS -
On the Edit menu, point to New, and then click DWORD (32 bit) Value.

Type BITSRealisticEstimate, and then press Enter.

On the Edit menu, click Modify.

In the Value data box, type 1, and then click OK.

Exit Registry Editor.
