Symptoms

Assume that you use Background Intelligent Transfer Service (BITS) to deploy an application on a computer that is running Windows 7 or Windows Server 2008 R2. Additionally, assume that you configure the throttling policy in BITS to restrict the network bandwidth. In this scenario, the performance of BITS is slower than expected.For example, assume that the overall network bandwidth is 244 KB per second. Additionally, assume that you configure the throttling policy in BITS to 32 KB per second. In this situation, the actual bandwidth that is used by BITS is less than 32 KB per second.

Cause

This issue occurs because a problem in the throttling policy causes BITS to estimate the network bandwidth incorrectly.

Resolution

This hotfix is also available at Microsoft Update Catalog.

Registry information

Fix it for me

To enable the update automatically, click the Fix it button or link. Then click Run in the File Download dialog box, and follow the steps in the Fix it wizard.

Let me fix it myself

After the update is installed, change the following registry key to enable the update.Important This section, method, or task contains steps that tell you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.   1. Open Registry Editor. To do this, click Start, type regedit in the Start Search box, and then press Enter.

  2. Locate and then click the following registry key: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\BITS

  3. On the Edit menu, point to New, and then click DWORD (32 bit) Value.

  4. Type BITSRealisticEstimate, and then press Enter.

  5. On the Edit menu, click Modify.

  6. In the Value data box, type 1, and then click OK.

  7. Exit Registry Editor.
