Symptoms
When you use Google Chrome version 42 or later to access Outlook Web App (OWA) or the Exchange Server Administration Center, pages that use the People pop-up URL don't load correctly. You may see a continuous "Almost there" message on the pop-up menu.
For example, a pop-up window never finishes loading when you do one of the following:

You click Exchange, click Organize Email, click Inbox Rules, click the plus sign (+), click Move messages from someone to a folder, and then click People.

You click Exchange, click Organize Email, click Deliver reports, and then click Users.
Cause
This issue occurs because support for the showModalDialog API has been removed from Chrome version 42 and later.
Resolution
To fix this issue, install Cumulative Update 11 for Exchange Server 2013.
