Understanding why Microsoft needs to transfer my personal data from China to another country or region 

When using Microsoft products (including any products made available in China), Microsoft collects and transfers some personal data, including pseudonymized diagnostic data and Microsoft account information, outside of China, which helps us find and fix problems, identify and mitigate threats, and improve your experience.

Additionally, some products, like Windows, Microsoft 365 Apps, and Office apps, have service-backed features. Some of these services are necessary for the functioning of the product, such as licensing (or online activation), and some services are optional. Microsoft processes and transfers the data that’s necessary to deliver the essential services as well as any optional connected experiences a person chooses to use.

The data Microsoft collects and transfers includes required diagnostic data. It is necessary for Microsoft to collect and process required diagnostic data because it is the minimal amount of data necessary to help keep our products and integrated apps and services secure, up to date, and performing as expected. Diagnostic data does not include your name or email address, the content of your files, or information about apps unrelated to our products. You can also choose to provide additional optional diagnostic data for some products, including Windows, Microsoft 365 Apps, and Office apps. This allows Microsoft to make product improvements and provides us with enhanced information to help us detect, diagnose, and fix issues. You can stop sending optional diagnostic data to us by turning it off in settings.
