Symptoms
This issue occurs if the computer uses the StorAHCI driver on non-hybrid Serial Advanced Technology Attachment (SATA) disks.
Cause
This issue occurs because the StorAHCI driver enables the Power-Up in Standby (PUIS) feature for non-hybrid SATA disks. However, the BIOS does not send a spin-up command to the disk that has the PUIS feature enabled.

About PUISPUIS is a specific hard disk drive (HDD) feature that enables the drive to spin up only when it is necessitated by a command, instead of when turning on the computer. This feature helps save energy or enables staggered spin-up times for multiple disk drives.
