Configure access and governance for Brand Kits

Last updated: October 2026

Important

To create Brand Kits in Copilot Create, you need to sign in with a work or school (Microsoft Entra ID) account that has a Copilot add-on license for Microsoft 365. The user also needs the appropriate organization settings and access to the Brand Kit.

Before you begin, identify who owns brand decisions, Brand Kit configuration, governance, permissions, approval, and ongoing maintenance. One person can hold more than one role, but each responsibility should have a named owner.

  • Name the brand or creative lead who approves brand standards and generated output. For more information, see Enterprise Brand Manager role.
  • Name the Brand Manager or Creator who will configure and maintain the Brand Kit. For more information about controlling who can create Brand Kits, see restrict Brand Kit creation.
  • Name the IT administrator who manages licensing, permissions, policies, and connectors. If you don't know who your administrator is, see find your work or school account administrator.
  • Name the PowerPoint template owner and the digital asset management (DAM) or asset-library owner, when applicable.

Brand Managers

We recommend assigning at least two Brand Managers so that your organization's governance doesn't depend on one person.

Brand Managers have Creator capabilities and additional responsibility for organization-approved kits. A Brand Manager can:

  • Create and configure - Create Brand Kits and manage Draft content, as a Creator can.
  • Review for Official status - Coordinate the review of an eligible kit that a Creator has shared with them.
  • Make a kit Official - Mark the kit as organization-approved, transfer it to organization ownership, and place it under Brand Manager governance.
  • Govern Official kits - Manage organization-owned Official kits. Only Brand Managers can edit an Official kit.
  • Maintain and republish - Review and test Draft updates before publishing them as the new Live revision.

Brand Kit creators

Your organization can allow eligible users to create Brand Kits or restrict creation to an IT-managed Creator group.

  • If creation is allowed broadly, eligible users can create personal or shared Brand Kits according to your organization settings.
  • If creation is restricted, configure the approved Creator group.
  • Users outside the Creator group shouldn't see a Create action, but they can still use Brand Kits that are shared with them.
