ISSUE:

When you receive an email in Outlook that has attachments that contain double-byte character set (DBCS) characters, the attachment’s filename may become corrupted.  This issue may be seen when emails with attachments are sent from POP accounts in Thunderbird and other applications.

STATUS:  FIXED

This issue is fixed in Build 13416.10000.  The fixed build will be in Office Beta Channel ~10/23/20.  The fixed version is anticipated in Current Channel in late November 2020.
