The site collection Recycle Bin exceeds its quota and starts purging the oldest items. The items are manually deleted by the site collection administrator from the site collection Recycle Bin (for info about doing this, see Delete items from the site collection Recycle Bin).

While items are in the site recycle bin, you can restore items you deleted to their original location. If you're using SharePoint in Microsoft 365, you can even view and restore items that were deleted by someone else, as long as you have edit permissions.

From this page, you can view items that are currently in a user's Recycle Bin and items that a user has deleted from his or her Recycle Bin, sending the items to the second stage Recycle Bin also known as the Site Collection Recycle Bin.

Fixes an issue in which recycled files are deleted permanently if you delete files from a DFS link in a network environment on a client computer that is running Windows 7 or Windows Server 2008 R2 after you redirect the Recycle Bin to the DFS link.
